The register's address field is free text, and 354 people gave a county where a town was expected. They are not on a town page, because a county is not a town — but a county is still where somebody works, so it is kept rather than dropped.
29 counties have three or more people. That covers 339 of the 354; the rest are in counties with one or two, which get no page for the same reason a town with two does not. Everyone here also appears on their postcode area page, which is the geography that covers the whole register.
